Perú: Permit Denied to Gay and Lesbian Pride Festival

SUMMARY

Activists from the Lima-based Peruvian gay and lesbian organization MHOL (Movimiento Homosexual de Lima) have organized a roster of activities to celebrate "Pride Week" at the end of June, 2002. They had planned to close the festivities with a parade and a rally, where allies from human rights organizations and other civil-society groups would speak in favor of equality for lesbians and gays in Peru. MHOL requested authorization from the authorities of the Miraflores district of Lima to hold the parade and rally in that quarter of the city. The request was denied, with the authorities alleging that "neighbors had opposed the parade". The only documentation produced by the authorities was a letter signed by one resident.

ACTION

The International Gay and Lesbian Human Rights Commission (IGLHRC) forwards the letter written by MHOL to Miraflores authorities. IGLHRC joins the Peruvian organization in urging you to send versions of that letter TODAY to the Miraflores authorities.

Estamos preocupados por la medida tomada pues una negativa de esta índole no refleja la imagen de un pueblo con pensamiento democrático y de la libertad de expresión reflejada en sus gobernantes.

El Día del Orgullo Gay/Lésbico es una celebración de carácter internacional que se realiza para recordar que las personas no heterosexuales también tienen derecho a la dignidad y la libre expresión de su cultura y manifestaciones artísticas.

Es por este motivo que deseamos que reconsidere la solicitud enviada por el MHOL para que se lleve a cabo dicha actividad político cultural.

We have learned of your refusal to grant permission to Movimiento Homosexual de Lima (MHOL) to celebrate Gay/Lesbian Pride Day through a public event that had been planned to take place in the streets of Miraflores district.

Your decision concerns us because such a refusal does not reflect the image of a people whose thinking is democratic and of leaders who care about freedom of expression.

Gay/Lesbian Pride Day is an internationally recognized celebration, celebrating the fact that those who are not heterosexual also have a right to dignity and to freely present their culture and artistic expressions.

We ask you to review the request submitted by MHOL so the political and cultural activities planned by the organization might take place.
